What are the rules for listing plant names in the seedlist?

I am putting together a seed contribution, and I have some Camassia quamash ssp azurea and Camassia quamash v. 'Orion'.  I sent in some azurea last year, but it never appeared on the seed list.  Did my seed get mixed in with the other quamash?  If so, some growers are in for a surprise.  How can I tell which names are acceptable for the seedlist?  Thanks.

Gene, it is great that you are supporting the seed exchange.
I can only suggest you contact Stuart Pawley to ask his opinion ( gsp.srgc@tesco.net )  .... and hope for an answer.  :-\
