I seem to remember them germinating in their second year, meaning yours might germinate next spring. I suspect they need a warm-cold-warm cycle like Trillium. 2 year old seeds (Holubec) germinated almost as well as the fresh ones, but they were only at the 4 leaf stage when I moved to China. Prick them out in early spring in their second year after germination, before growth starts, like you would Glaucidium. (It worked well for me, almost no losses.)
Edited to add: They're heavy feeders, or at least they seem to appreciate it.
