Does anyone know where I can get a plant or seeds of the plant below? I would also like to know what it is

It's handsome for sure, nestled in the rocks there but I'd have a guess that it would soon be all over your garden - and your neighbour's. :-\

Isn't it a Centaurea? A number are terribly invasive.
