is it Clematis fremontii?

 first flowering of this  very squatsmall Clematis,high 20 cm.

This looks correct for fremontii. It often has upward facing flowers when growth is really quick in the spring. It can vary a lot in sepal color from dark purple-blue to near white.

 I have other seedlings younger from another source, maybe they will be different ... (flowers in 2 or 3 years ..., it's long to come
 I found the peduncle and the flower very short and it seems to me that 2 flowers are preparing side: it may be more typical
