Does somebody know where it is possible to buy the weedkiller injecting tool mainly used to kill japanese knotweed?

Can't knotweed be sprayed now while in active growth or using a latex glove covered by a cotton glove 'wash' the leaves with the herbicide

Sure it can be sprayed but it is forbidden by law here to spray close to ditches and riversbanks,so I have to inject the weedkiller.
