Unhealthy Rhodo, what's causing it?

One of my Rhodos is not healthy.  It's one of several I bought last year but it's never done as well as the others.

It did flower this year (see my avatar) but not profusely and the growth has been very slow (see new shoots).  It actually flowered back in April/beginning of May and all the others which flowered around that time have healthy strong new growth.

It looks like something is eating the leaves, and some of the leaves are discoloured and dropping off.

I've attached some photos and would be grateful if anyone could advise on what is causing this?  Also, should I quarantine it from the other Rhodos and it is treatable?
