Townsendia excapa

way back in 2006 I posted a photo of Townsendia excapa growing in one of my troughs. It died but there are seedlings, now plants, in the trough that never flower. Any ideas what it needs?

Full sun, a hot place in a well drained mineralic soil and patience.
Save seeds, because it can be rather short lived.
