It could be one of a dozen or more dwarf (standard dwarf) bearded cultivars. Depends somewhat on whether it is American, British, French, Italian in origin. :D ???

Could it be Iris pumila http://commons.wikimedia.org/wiki/File:Iris_pumila_01.jpg? I see some differences, but it is a variable species. It is native to central and eastern Europe.
But maybe some experts would know better.
