Neem Oil

I am looking into buying Neem Oil as some of you suggest that it's a great way to protect your plants from mite attack during storage.

I have a couple of questions which I'm hoping that someone may be able to help me with.

Do you use it neat when applying to p.bulbs in storage?
Do any of you use neem oil when the plants are in leaf and if so do you use an emulsifier too?
Are there any vendors you would recommend?
