Title: A dwarf salix

Could anyone kindly identify this dwarf salix from these poor images?  A herbaceous species that has filled a twelve inch pan, is flowering now and is less than three inches tall - many thanks in anticipation.

Salix polaris might be a possibility.

My first thought was S. uva-ursi, this usually has shiny leaves but hard to tell as the leaves on your plant are wet.

Very similar Darren, but with softer (downy) slightly less congested leaves.  If it ever stops raining then I will try to get some more images.
