Do penstemon cultivars come true from seed?

My own experience is that some cultivars do, indeed, come true from seed. Several years ago I planted two cultivars of Penstemon × mexicali, 'Pikes Peak Purple' and 'Red Rocks'. Both of these have self-sown a little (most of the seedlings die during our wet winters), and the surviving seedlings are identical to the respective parents, with no sign of crossing.
